Background & Job Description

Amnesty International, one of the world’s leading human rights organizations, is inviting applications for a Framing Consultant to shape public messaging and campaign language for its Climate, Economic and Social Justice, and Corporate Accountability Programme (CEC).

The goal is to deliver compelling, inclusive, and action-oriented narrative frames and taglines that capture the unified vision of the CEC Programme—spanning issues from fossil fuel divestment and tax justice to labour rights and corporate accountability.

This is a 6–8 week consultancy, open to candidates worldwide with relevant expertise in communications, narrative framing, and participatory facilitation in the human rights or development sectors. The selected consultant will work remotely, engaging closely with internal teams through collaborative workshops and feedback loops.


Objectives of the Consultancy

The Framing Consultant will help craft 2–4 strategic narrative framings to unify and strengthen Amnesty’s messaging across the CEC Programme, which includes three teams focused on:

  • Climate Justice

  • Economic and Social Justice

  • Corporate Accountability

The consultancy is part of Amnesty’s broader 2025–2030 vision for strategic cohesion, impactful advocacy, and inclusive communication rooted in human rights values.

Inspirational examples like “Make Polluters Pay” show how powerful, campaignable frames can help translate complex issues into calls for global action. The consultant will be expected to generate similarly resonant messaging.


Key Tasks and Responsibilities

The consultant will deliver this project in two main phases:

Phase 1: Review and Analysis

  • Review annotated strategies and 2025 plans from the three CEC teams.

  • Analyze key documents including donor reports, press releases, and campaign outputs.

  • Conduct 1:1 interviews and/or focus groups with programme staff to understand:

    • Existing narratives

    • Gaps in communication

    • Strategic direction

Phase 2: Framing Development and Delivery

  • Propose 2–4 initial narrative framings or taglines.

  • Facilitate two collaborative workshops with staff to refine proposals.

  • Deliver a final set of taglines, each supported by a 2–5 sentence narrative summary.


Deliverables

  • By Week 5: Draft set of narrative framings/taglines.

  • By Week 8: Final set of approved taglines and supporting narrative summaries.

Required Skills and Qualifications

This role is ideal for a communications specialist, campaign strategist, or narrative expert who is passionate about human rights and inclusive messaging.

Essential Qualifications:

  • Proven experience in strategic communications, narrative framing, or campaign messaging—especially within human rights, climate justice, or social development.

  • Deep understanding of economic, social and cultural rights, corporate accountability, and climate justice.

  • Strong facilitation skills, particularly in participatory workshop settings.

  • Commitment to inclusive, anti-paternalistic storytelling that avoids harmful tropes.

Desired Attributes:

  • Ability to develop cross-cutting messaging that unifies multiple teams or themes.

  • Comfort working with remote and multicultural teams.

  • Fluency in English; additional languages are an asset.

  • High degree of independence, creativity, and ability to meet tight timelines.


Consultancy Fee and Payment

  • Fee: To be proposed by the consultant in the application.

  • Payment Terms: 30 days after receipt of a valid invoice upon completion of agreed milestones.
