Core Research Programme (2020-2024)

The UNU-EGOV Core Research Programme focuses on Governance and Digital Transformation for building inclusive, resilient, and sustainable societies. Research topics include:

  • Governance models & strategies for digital transformation in public administration
  • Smart and sustainable cities
  • Regulatory frameworks for data protection, privacy, and interoperability
  • Technology-driven innovation, including AI and Big Data applications
  • Reducing administrative burdens and combating corruption

Government Fellows Programme Overview

Position: Government Fellow
Location: Guimarães, Portugal
Duration: 3 months
Start Dates: January 1, April 1, July 1, October 1 (each year)
Application Deadline: October 15 (for the following year)

UNU-EGOV is recruiting eight (8) Government Fellows annually, with two (2) fellows selected for each quarter. Successful candidates will work within international, multi-disciplinary project teams, contributing to UNU-EGOV’s research and projects.

Responsibilities:

  • Develop real-life case studies based on experiences from their home organizations and UNU-EGOV research.
  • Translate research findings into policy recommendations.
  • Apply and validate digital governance frameworks within their organizations.
  • Review and develop project deliverables.
  • Disseminate research findings within their organizations/countries.
  • Contribute to further development of UNU-EGOV initiatives.

Key Performance Indicators:

  • Quality of research outputs and deliverables
  • Level of engagement between UNU-EGOV and the fellow’s institution
  • Contribution to ongoing UNU-EGOV projects

Eligibility Criteria

Education:

  • A Bachelor’s degree (minimum) in Informatics, Information Systems, Public Administration, Public Policy, Development Management, Economics, Communication Sciences, Sociology, Law, or related fields.

Experience (Required):

  • Civil servant or international civil servant working in public administration, government, or intergovernmental organizations.
  • Policy and project experience at the national or international level.
  • Knowledge of public sector governance and policy-making.

Experience (Desirable):

  • Strong teamwork and results orientation.
  • Excellent organizational and communication skills.
  • Ability to work in multi-cultural, multi-ethnic environments.

Language Requirements:

  • Fluency in English (spoken and written) is required.
  • Knowledge of other UN languages is an asset.

Remuneration & Benefits

  • Monthly stipend: EUR 745
  • Free accommodation in Guimarães (excluding utility costs, subject to availability)
  • Fellows are expected to cover their own travel, insurance (medical, life, and travel), and other personal expenses.

  • A 15-minute self-recorded video presentation covering:
    • Their organization’s structure, objectives, and emblematic projects
    • Their role and involvement in relevant projects
    • Their motivation and expectations for the fellowship

Selection & Assessment

Applications will be reviewed by a Selection Committee based on qualifications, experience, and alignment with UNU-EGOV’s research areas.
