Background & Job Description

The United Nations Population Fund (UNFPA) is the UN agency dedicated to ensuring a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Guided by its Strategic Plan (2022–2025), UNFPA focuses on ending preventable maternal deaths, eliminating unmet needs for family planning, and ending gender-based violence and harmful practices.

In Afghanistan, UNFPA plays a central leadership role in humanitarian accountability and inclusion, particularly through its co-leadership of the AAP and Inclusion Working Group within the humanitarian coordination architecture. UNFPA also leads the Afghanistan Community Voices and Accountability Platform, an inter-agency system that collects, analyzes, and responds to feedback from crisis-affected communities across the country.

The AAP Programme Consultant (IC) position is a consultancy role based in Kabul, supporting both inter-agency coordination and UNFPA’s humanitarian programming. The consultant works closely with humanitarian partners, clusters, and local communities to ensure that community voices, especially those of women, girls, youth, and persons with disabilities, directly inform humanitarian decision-making.

Reporting to the Humanitarian Coordinator, the consultant supports the rollout of collective AAP strategies, inclusive programming approaches, and response-wide accountability initiatives. A significant portion of this role involves field monitoring, including travel to rural and hard-to-reach areas, to strengthen evidence-based accountability systems.

Tasks

The AAP Programme Consultant will carry out a broad range of coordination, technical, and field-based responsibilities, including:

Inter-Agency AAP and Inclusion Coordination

  • Supporting AAP and Inclusion coordination at national and sub-national levels, ensuring strong linkages with protection, gender, and disability inclusion
  • Providing technical advice to clusters and partners on integrating AAP and inclusion into humanitarian and Basic Human Needs (BHN) programming
  • Conducting regular mapping of AAP mechanisms, including 4Ws, capacity gaps, and geographic coverage
  • Supporting capacity-building sessions, outreach, and learning exchanges on AAP and inclusive programming
  • Supporting the implementation and strengthening of inter-agency feedback and complaints mechanisms, including the Community Voices and Accountability Platform
  • Ensuring that community feedback and insights are systematically shared with coordination bodies and used to advocate for programmatic improvements
  • Supporting the establishment and functioning of AAP and Inclusion sub-working groups at regional and provincial levels
  • Tracking and reporting on AAP indicators within the Humanitarian Response Plan and BHN frameworks
  • Conducting regular field missions (up to 75% of the role) to rural and underserved communities

Support to UNFPA Humanitarian Programming

  • Advising UNFPA programme and field teams on integrating AAP and inclusive approaches into planning, implementation, and reporting
  • Supporting the use, monitoring, and reporting of AAP-related funds and resources
  • Ensuring quality assurance of AAP integration in donor proposals, reports, situation updates, and programme documents
  • Supporting monitoring and evaluation teams to embed AAP indicators and benchmarks into M&E systems
  • Following up on and documenting corrective actions and programme adaptations based on community feedback
  • Supporting youth engagement and volunteer networks, including training, capacity building, and supervision
  • Ensuring implementing partners understand technical requirements related to youth participation and accountability mechanisms
  • Performing other related duties as required

Qualifications

Education and Certification

  • Master’s degree in humanitarian action, international development, disaster management, social sciences, or a related field
  • A Bachelor’s degree plus two additional years of relevant experience may be accepted in lieu of a Master’s degree

Experience

  • Minimum 3 years of professional experience in humanitarian coordination, AAP, PSEA, gender, inclusion, or disaster response
  • Demonstrated experience working on AAP, PSEA, and disability inclusion in complex emergencies is highly desirable
  • Experience with the UN system or international development organizations is an asset
  • Strong drafting, reporting, and documentation skills
  • Proven ability to work in challenging, high-risk, and multicultural environments
  • Excellent interpersonal and communication skills with diverse stakeholders, including communities and local organizations
  • Strong computer literacy, including MS Office and basic database management
  • Ability to work independently, manage tight deadlines, and maintain strong security awareness

Language Requirements:

  • Fluency in English
  • Proficiency in Dari or Pashto is required
