Background & Job Description

The World Health Organization (WHO) is the United Nations’ specialized agency for health, working globally to promote health, keep the world safe, and serve the vulnerable. In Lao People’s Democratic Republic (Lao PDR), WHO provides strategic and technical support to strengthen national health systems and accelerate progress toward Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).

Tuberculosis (TB) and HIV/AIDS remain significant public health challenges in Lao PDR. According to WHO estimates, TB and HIV continue to contribute substantially to morbidity and mortality, particularly among vulnerable and key populations. In response, the Government of Lao PDR, with support from WHO and partners, is implementing national strategies aligned with global commitments to End TB and HIV by 2030.

The International Consultant for TB / HIV Technical Assistance will be embedded within the Integrated Communicable Disease (ICD) team at the WHO Country Office in Lao PDR. The consultant will provide in-country technical support to the Ministry of Health, specifically the Center for HIV/AIDS and STIs (CHAS) and the National Tuberculosis Control Center (NTC). The role supports implementation of the National Strategic Plans and the Health and Nutrition Services Access Project II (HANSA 2), a multi-stakeholder initiative running from 2024–2028.

This consultancy is field-based in Vientiane, with travel to provinces as required. Teleworking is not possible due to the nature of the assignment. The consultant will work under the direct guidance of the Team Lead, Integrated Communicable Disease Unit, and collaborate closely with government counterparts and development partners.

Tasks

The consultant will provide hands-on technical assistance across policy development, programme implementation, monitoring, and service delivery, with responsibilities including:

Technical Support to National Strategies

  • Reviewing existing national strategic documents for HIV, STIs, and TB/HIV
  • Revising policies and guidelines in line with the latest WHO consolidated guidelines and operational handbooks
  • Providing technical inputs to the National Strategy and Action Plan (NSAP) for HIV/AIDS and STIs 2026–2030, including TB/HIV integration strategies

Strengthening Implementation and Reporting

  • Supporting WHO and the Ministry of Health to monitor programme implementation and improve reporting quality
  • Providing guidance on integrated and decentralized screening, diagnosis, and management of TB, HIV, STIs, and viral hepatitis
  • Supporting efforts to reach vulnerable and key populations, including people living with HIV and TB-affected communities
  • Contributing to the achievement of HANSA 2 Performance-Based Conditions (PBCs) for TB and HIV
  • Providing technical support to ensure high pediatric ART coverage in line with national action plans
  • Supporting quantification and forecasting of HIV diagnostics, medicines, and health products to prevent supply interruptions

Programme Assessment and Service Improvement

  • Conducting gap analyses of STI services and generating practical recommendations for improvement
  • Carrying out rapid assessments to improve access for key populations, including men who have sex with men (MSM)
  • Supporting improved linkage to prevention, screening, and care services
  • Preparing monthly progress reports aligned with agreed deliverables and timelines

Qualifications

Education and Certification

  • Required: Bachelor’s degree in medicine, epidemiology, public health, health sciences, or a related field
  • Desirable: Postgraduate degree (Master’s level) in Public Health, Epidemiology, or a related discipline

Experience

  • Required: Minimum of 7 years of professional experience in public health
  • Desirable:
    • Experience working on TB, HIV, STIs, or other communicable diseases
    • Experience supporting government-led public health programmes
    • Previous work experience in Lao PDR or the Asia-Pacific region
    • Experience working with WHO, UN agencies, or international development organizations

Technical Skills

  • Strong experience in data analysis and epidemiological monitoring
  • Proven ability in stakeholder consultation, report writing, and oral presentations
  • Knowledge of TB case management and HIV epidemiology in public health settings
  • Skills in programme planning, training, monitoring and evaluation
  • Proficiency in MS Office applications

Language Requirement:

  • High-level proficiency in spoken and written English is essential

  • Duration: 6 months (2 February 2026 – 31 July 2026)

  • Remuneration: USD 7,000 – 9,980 per month (Band Level B)
