The International Organization for Migration (IOM) plays a central role in supporting the U.S. Refugee Admissions Program (USRAP) by providing end-to-end operational services, including case processing, migration health assessments, cultural orientation, organized transportation, and management of refugee travel loans.
Within IOM, the Department of Mobility Pathways and Inclusion (MPI), through the Resettlement and Movement Management Division (RMM), is responsible for overseeing global support to resettlement programmes. One critical function under this framework is the Travel Loan Program (TLP), which manages the repayment of transportation loans provided to refugees and other eligible migrants.
The Senior Project Associate (TLP Repayment) position is a General Service (G-6) fixed-term role based in Washington, DC, with two positions available. The initial contract duration is 12 months, with the possibility of extension subject to funding and performance.
Under the direct supervision of the Senior TLP Associate and the overall supervision of the Head of USRAP TLP, the incumbent is responsible for overseeing repayment-related operations, supervising staff, and ensuring that all interactions with TLP participants are conducted in accordance with IOM standards, U.S. federal and state laws, and debt collection regulations.

Tasks
The Senior Project Associate (TLP Repayment) will undertake a mix of supervisory, operational, compliance, and technical responsibilities, including:
- Supervising a team of up to seven staff members supporting TLP repayment operations under the Contact Center pillar
- Providing training, guidance, and coaching to team members on repayment systems and standard operating procedures
- Supporting staff with complex or sensitive repayment cases, ensuring appropriate resolution
- Conducting quality control (QC) reviews to ensure adherence to scripts, SOPs, and compliance with the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA)
- Performing skip tracing activities to locate participants and negotiate repayment arrangements
- Updating the Collect! system with accurate contact records, case notes, and dispositions
- Supporting the National TLP Repayment Officer with technical coordination involving the Collect! service provider
- Assisting with the processing of incoming payments, including those received directly or via lockbox facilities
- Monitoring and supporting shift-based operations, including work outside standard business hours when required
- Participating in duty travel for meetings, trainings, and programme activities as delegated
- Maintaining strict confidentiality and data protection standards in line with IOM policies
- Upholding RMM Protection Mainstreaming Minimum Standards and IOM Standards of Conduct
- Reporting any non-compliance or misconduct in line with safeguarding and PSEA requirements
- Performing other related duties as assigned
Qualifications
Education and Certification
Applicants must meet one of the following requirements:
- Bachelor’s degree with four (4) years of relevant professional experience; or
- Secondary education with six (6) years of relevant professional experience
Degrees must be from institutions accredited and listed in the UNESCO World Higher Education Database.
Experience
- Demonstrated experience in staff supervision (strongly advantageous)
- Prior experience working with refugee travel loans (advantage)
- Proven experience using IOM and TLP proprietary systems (strongly advantageous)
- Experience with billing and collections operations (strongly advantageous)
- Familiarity with FDCPA and FCRA compliance requirements and best practices
- Ability to manage sensitive financial discussions with professionalism and empathy
