Food and Agriculture Organization of the United Nations (FAO) is seeking a Climate Change Programme Specialist to support climate resilience, sustainable agriculture, and natural resource management initiatives in Dili, Timor-Leste. The consultancy position focuses on implementing major climate adaptation projects while strengthening food security and environmental sustainability across the country.
About the Position
The Climate Change Programme Specialist will lead the implementation of FAO’s climate resilience initiatives, including the Green Climate Fund (GCF)-funded project “Enhancing Early Warning Systems (EWS) to Build Greater Resilience to Hydro-Meteorological Hazards in Timor-Leste.” The successful candidate will also contribute to FAO’s wider programme on climate resilience and natural resources management.

Key Responsibilities
The selected specialist will:
- Lead implementation of the Green Climate Fund Early Warning Systems project.
- Coordinate activities with UNEP, government institutions, and development partners.
- Strengthen FAO’s climate resilience and natural resource management programme.
- Develop project concepts and support resource mobilization.
- Prepare implementation plans, work plans, budgets, and monitoring frameworks.
- Manage multidisciplinary teams of national and international consultants.
- Coordinate with government ministries and project steering committees.
- Support monitoring, evaluation, accountability, learning (MEAL), and reporting.
- Design and implement agriculture climate information services and early warning activities.
- Organize capacity-building initiatives, policy support, and knowledge-sharing activities.
- Represent FAO at national and international meetings when appropriate.
Required Qualifications
Applicants should possess:
- An advanced university degree in climate change, natural resource management, agricultural sciences, development economics, or a related discipline.
- At least five years of relevant professional experience in technical cooperation, climate resilience, agriculture, food security, rural development, or programme management.
- Proficient working knowledge of English.
