As part of the WHO/WPRO Pacific EMT Programme 2026–2028, WHO is recruiting an International Consultant to provide technical leadership in emergency medical logistics. The consultancy focuses on strengthening national ownership of EMT systems, improving logistics planning, enhancing quality assurance, and integrating emergency logistics into national emergency preparedness frameworks.
Working remotely with periodic field missions, the consultant will collaborate with governments, emergency management authorities, health ministries, and international partners to improve logistics systems, inventory management, warehousing, procurement, training, monitoring, and operational readiness across the region.

Tasks
The International Consultant will provide technical leadership across several emergency medical logistics initiatives supporting national Emergency Medical Teams.
Typical responsibilities include:
- Developing and updating Emergency Medical Team logistics training materials.
- Strengthening logistics, water, sanitation, and hygiene (WASH) guidance for EMTs.
- Delivering virtual and in-person logistics training workshops.
- Supporting inventory management and emergency cache readiness.
- Conducting warehousing and storage readiness assessments.
- Developing equipment maintenance plans for national EMTs.
- Supporting EMT verification exercises and quality assurance activities.
- Updating logistics-related Standard Operating Procedures (SOPs).
- Assisting governments with integrating EMT logistics into national emergency response systems.
- Providing technical advice on procurement specifications and emergency supply planning.
- Supporting monitoring, evaluation, reporting, and knowledge management activities.
- Providing logistics expertise during emergency deployments and humanitarian responses when required.
- Supporting the establishment of Emergency Medical Team Coordination Cells (EMTCCs) during emergency operations.
- Contributing to the development of sustainable Public Health Emergency Operations Centres.

Additional Information

The role is primarily remote, although approximately 40–50% of the assignment involves international travel to support training, mentoring, simulation exercises, verification activities, and emergency operations throughout the Western Pacific Region.
WHO will arrange and authorize official travel, while consultants undertaking approved missions receive a daily subsistence allowance in accordance with WHO policies. Travel destinations may include several Pacific Island countries and other locations depending on operational needs.
