WFP Somalia is hiring a Programme Policy Officer (National Officer – NOA) specializing in gender, protection, and inclusion. Based in Mogadishu, this full-time role supports the design, implementation, and monitoring of cross-cutting initiatives to ensure humanitarian assistance is equitable, inclusive, and responsive to diverse community needs.
This position focuses on embedding protection principles, advancing gender equality, and integrating digital and disability inclusion into all aspects of programming, with particular attention to accountability, sexual exploitation and abuse prevention, and community feedback systems.
Tasks
Key responsibilities for this role include:

Mainstream gender, protection, and disability inclusion into WFP programming to ensure safe, dignified, and equitable assistance.

Implement conflict-sensitive and protection risk assessments across WFP projects.

Coordinate and oversee implementation of WFP’s commitments on Prevention of Sexual Exploitation and Abuse (PSEA) in partnership with focal points and the national PSEA Taskforce.

Provide technical support on handling GBV cases reported through Community Feedback Mechanisms (CFM) and establish referral pathways to specialized services.

Facilitate integration of the Gender Equality Accountability for Results (GEAR) framework and lead the rollout of the Gender Equality Certification Programme (GECP).

Promote digital financial inclusion, including financial literacy and access to digital cash-based transfer (CBT) systems.

Ensure inclusive targeting strategies and integration of gender and protection into needs assessments.

Design inclusive CFMs and support their digital optimization for accessibility.

Conduct digital literacy trainings for WFP staff and partners.

Lead community dialogues to surface intersectional perspectives, particularly related to digital and financial inclusion.

Provide regular training for staff and partners on gender, GBV, protection, disability inclusion, and digital tools.

Coordinate with analytical teams to improve collection and use of disaggregated data (sex, age, disability).

Conduct regular field visits to support implementation, oversight, and capacity building.

Represent WFP in national working groups on gender, disability, and PSEA.

Support proposal writing and donor reporting to reflect gender, protection, and inclusion commitments.

Draft concise reports, case studies, and lessons learned documentation for internal and external use.

Collaborate with the Communications Team on advocacy and awareness materials.

Perform other tasks as required by the team lead.

Qualifications
Education and Certification

Required: Advanced university degree in Gender Studies, Human Rights, International Relations, Social Sciences, Development Economics, or related fields.

Accepted: First university degree with additional years of relevant work experience.
Experience
-
At least 1 year of relevant professional experience with an advanced degree or 3 years with a first-level degree.

Demonstrated background in protection, gender equality, disability inclusion, GBV, PSEA, and/or digital financial inclusion.

Preferred experience in sectors such as nutrition, food security, emergency response, social protection, livelihoods, or disaster risk reduction.
Additional Information

Language Requirements: Fluency in English and Somali is mandatory.

Skills Required:

Deep understanding of at least two core themes: gender equality, protection, inclusion, PSEA, GBV, or digital financial inclusion.

Strong written and verbal communication skills with experience in research and advocacy.

Ability to coordinate effectively in multicultural and high-pressure environments.

Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
