As part of this tender, GIZ seeks a Technical Assistance Expert/Team Leader to lead a team of experts. The role is based in Brussels, with possible short-term deployments to Sub-Saharan Africa and other regions as needed.

Tasks
In this pivotal role, the Technical Assistance Expert/Team Leader will have several key responsibilities, including:

Leading and Coordinating the Project Team

Overseeing the implementation of SSA MIP, ensuring all activities are on track and aligned with the objectives of the contract.

Leading a team of experts, including non-key experts, ensuring effective coordination and integration of skills and expertise.

Providing Strategic Guidance and Support

Acting as the primary point of contact for DG INTPA and EUDs, facilitating communication between the team and stakeholders.

Ensuring the smooth implementation of project management processes, including reporting, planning, and liaising with external stakeholders.

Managing Technical Assistance Components

Supervising the delivery of technical assistance across priority areas defined in the SSA MIP.

Managing evaluations and ensuring high-quality technical reports, with clear recommendations and actionable steps.

Qualifications
Education and Certification

University Degree: A minimum of 5 years of completed university studies in a relevant field such as Economics, Political Science, Development Studies, Social Science, or any directly related discipline.

Additional Certifications in project management, international development, or EU cooperation programs are advantageous.
Experience

General Professional Experience: At least 10 years of professional experience in international development, specifically in identifying, formulating, and implementing programs and policies related to Sub-Saharan Africa.

Specific Experience:

At least 5 years of experience in strategic coordination and project management with a strong focus on development programs in the context of EU cooperation.

Proven ability to lead technical teams and manage complex development initiatives with a focus on sub-Saharan Africa.

Experience in EU procedures, particularly within the realm of financial management, contracting, and administrative requirements.

Skills and Competencies

Leadership Skills: Strong leadership and team management skills, with a proven ability to manage diverse, interdisciplinary teams.

Communication Skills: Excellent written and oral communication skills in English. Knowledge of French is a plus, as the role involves collaboration with partners in French-speaking countries.

Additional Information
Location and Deployment

Location: This role will be based in Brussels, Belgium, with regular trips to Sub-Saharan Africa (minimum of four in-person meetings annually at DG INTPA facilities).

Travel: The expert may be required to travel on short notice to Sub-Saharan Africa or other regions for project purposes.
Contract Details

Start Date: The contract is expected to begin in September 2025, with a project duration of 48 months (minimum of 960 days).
