Background & Job Description

The World Food Programme (WFP), the world’s largest humanitarian organization addressing hunger and promoting food security, is seeking a qualified Monitoring & Evaluation (M&E) Officer (SC8). This opportunity is part of WFP’s commitment to ensuring effective programme delivery through robust evidence and accountability mechanisms. The position plays a key role in supporting the development, implementation, and refinement of monitoring systems, data collection tools, and evaluation activities.

As part of WFP’s broader mission, this role contributes to efforts aimed at saving lives during emergencies, building resilience, and promoting long-term peace and prosperity in communities recovering from conflict, disasters, and climate change impacts.

This M&E Officer role is offered on a Service Contract (SC8) for a duration of 12 months, with the possibility of extension based on performance and operational needs. The successful candidate will be part of the Syria Country Office team and will report directly to the Monitoring & Evaluation Officer.

The incumbent will work across a wide range of M&E functions, including survey design, statistical analysis, reporting, and capacity-building, with the overall objective of strengthening WFP’s evidence base and programme effectiveness.


Tasks

The Monitoring & Evaluation Officer will be responsible for planning, coordinating, and executing day-to-day M&E operations. The primary responsibilities include:

1. Data Collection and Field Operations

  • Support the design and continuous improvement of quantitative survey tools using ODK or similar platforms.

  • Liaise with technical teams to update data collection systems and manuals.

  • Organize and lead training sessions for field monitors and enumerators on survey tools and field methodologies.

  • Supervise daily data collection efforts, ensuring adherence to sampling methodologies and timelines.

  • Provide coaching to field teams to support efficient and accurate data gathering.

2. Data Analysis and Reporting

  • Conduct statistical analysis of collected data using tools such as R or SPSS.

  • Perform qualitative analysis to identify patterns and draw insights.

  • Produce monthly and quarterly monitoring reports summarizing program status, results, and key indicators.

  • Develop scripts to automate workflows for data cleaning and analysis.

  • Create compelling visualizations, including dashboards and charts, to present findings effectively.

  • Contribute to preparation of program implementation updates, project outcome reports, proposals, and advocacy materials.

3. Monitoring System Development and Capacity Building

  • Ensure that all monitoring systems and tools are aligned with corporate standards, including Minimum Monitoring Requirements (MMR), Standard Operating Procedures (SOP), and the Corporate Results Framework (CRF).

  • Develop baselines and targets for key indicators to track programme impact.

  • Support in strengthening the M&E capacity of WFP staff, third-party monitors, and implementing partners through training sessions, knowledge sharing, and on-the-job mentoring.

  • Supervise and provide technical guidance to junior M&E staff.

Qualifications

Education and Certification

  • A Master’s degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields.

  • Alternatively, a first-level university degree in the above fields combined with additional years of relevant experience and/or professional training.

Experience

  • At least one year of relevant professional experience is required with a Master’s degree, or three years of experience with a Bachelor’s degree.

  • Experience should focus on monitoring and evaluation, preferably in humanitarian or development settings.

  • Demonstrated knowledge of both qualitative and quantitative analysis methodologies.


Desirable Skills

  • Strong command of data analysis tools such as SPSS or R.

  • Familiarity with survey programming tools such as ODK.

  • Ability to generate automated data pipelines using scripts.

  • Expertise in data visualization tools such as Tableau or Power BI.

  • Experience in designing and leading training sessions or workshops.

  • Strong interpersonal and teamwork skills.

  • Proven ability to manage multiple tasks and deliver under tight deadlines.
