Tasks

• Lead the development and execution of the foundation’s digital public finance strategy within the Development Policy & Finance program.

• Design, manage, and monitor grants that support innovations in digital fiscal systems and public finance reforms.

• Establish and nurture partnerships with governments, multilateral agencies, technology firms, and other development actors.

• Conduct research and synthesize evidence on best practices, innovations, and policy impacts related to digital public finance.

• Represent the Gates Foundation in international forums, conferences, and policy discussions to advocate for and advance digital public finance initiatives.

• Collaborate across foundation teams to ensure alignment of digital finance projects with broader development goals such as financial inclusion and economic growth.

• Manage project budgets, timelines, and deliverables to ensure effective program implementation.

• Provide technical guidance and capacity-building support to grantees and partners.

Qualifications

Education and Certification

• A master’s degree or higher in public policy, economics, finance, international development, information technology, or a related discipline is strongly preferred.

• Relevant certifications in digital finance, project management, or public financial management would be an advantage.

Experience

• Minimum of seven (7) years of progressive professional experience in public financial management, digital finance, development policy, or related fields.

• Demonstrated experience working with government agencies, international development institutions, and private sector entities.

• Proven ability to manage complex projects and multi-stakeholder partnerships, including grant oversight and evaluation.

• Strong analytical skills with experience in research, data analysis, and policy formulation related to public finance or digital transformation.

• Excellent communication and negotiation skills, with experience representing organizations in high-level policy and technical forums.

• Familiarity with digital financial technologies, such as e-payments, digital taxation systems, blockchain applications in finance, or financial management information systems.

• A strong understanding of the challenges and opportunities associated with fiscal decentralization, transparency, and financial inclusion in developing contexts.
