Background & Job Description

The United Nations Human Settlements Programme (UN-HABITAT) is the UN’s dedicated agency for urban development, promoting socially and environmentally sustainable cities and human settlements globally. UN-HABITAT supports nations and municipalities in building well-planned, well-governed, and resilient cities with equitable access to housing, infrastructure, water, sanitation, energy, and employment.

As Ukraine navigates the challenging road to recovery from conflict, UN-HABITAT is playing a pivotal role in supporting both national and subnational government efforts in reconstruction. The agency’s strategy emphasizes linking immediate post-crisis responses with long-term sustainable development initiatives, ensuring resilience and inclusivity in urban renewal.

To further strengthen its mission, UN-HABITAT is hiring an Associate Project Development Officer based in Kyiv, Ukraine. This is a full-time international position (ICA-1) for an initial duration of six months, with the possibility of extension depending on performance and funding availability. The selected candidate will play a key role in designing and coordinating new projects, identifying funding sources, and building strategic partnerships.

Tasks

As an Associate Project Development Officer, you will be responsible for a wide range of technical and coordination tasks that are critical to the success of UN-HABITAT’s recovery programs in Ukraine. These include:

  • Participating in the conceptualization and design of new urban development projects.
  • Drafting comprehensive project documents, concept papers, and other strategic materials to support fundraising and program development.
  • Producing reports, presentations, stories, and visibility materials to communicate program outcomes and goals.
  • Ensuring effective project formulation aligned with UN-HABITAT’s policies, budget guidelines, and strategic vision.
  • Conducting research and compiling data relevant to Ukraine’s urban recovery context.
  • Collaborating with UN-HABITAT’s technical advisors in Ukraine and headquarters in Nairobi.
  • Engaging with national and local government partners, academia, think tanks, and other stakeholders.
  • Mapping potential funding windows and preparing substantive briefs on opportunities.
  • Coordinating communication and activities with donors, UN agencies, NGOs, and government representatives.
  • Preparing timely donor reports and project documentation.

Qualifications

Education and Certification

  • A Master’s degree in Political Science, Business Administration, Development Studies, Economics, or a related field is required.
  • A Bachelor’s degree with an additional two years of relevant experience may be accepted in lieu of a Master’s degree.

Experience

  • Minimum of two years of relevant professional experience in project development and/or management is required.
  • Proven excellence in drafting written materials in English is mandatory.
  • Familiarity with the Sustainable Development Goals (SDGs) and the New Urban Agenda is desirable.
  • Experience working with international development organizations, especially within the UN system, is considered an asset.

Additional Information

Working Conditions and Location

The selected candidate will be based in Kyiv, Ukraine, operating from UN-HABITAT’s Urban Lab office. This position may require travel to field sites for site assessments, technical missions, and stakeholder meetings. All travel expenses will be covered by UN-HABITAT.

Reporting Structure

The officer will report directly to the Head of the UN-HABITAT Country Office in Ukraine and collaborate closely with the designated technical lead on program development. Strong coordination with the headquarters team in Nairobi and the local technical team in Ukraine will be essential.

  • Strong understanding of data management and reporting systems.
  • Ability to manage high-pressure workloads with tight deadlines.

Language Requirements

  • Fluency in English (written and spoken) is mandatory.
