The United Nations Development Programme (UNDP), through project BRA/23/009, is supporting the Federal Court of Ceará (JFCE) with a strategic initiative: “Strengthening Innovation and Effectiveness in the Operations of the Federal Court of Ceará (JFCE) for a People-Centered Justice.” The goal is to transform JFCE into a more innovative, responsive, and citizen-focused institution aligned with Sustainable Development Goal 16: promoting peace, justice, and strong institutions.
The Data Science Associate will play a vital role in enhancing the use of data-driven technologies and methodologies in the justice sector. The associate will help structure and analyze JFCE’s data sources, create predictive models, and support capacity-building efforts. The successful candidate will be based remotely with occasional on-site responsibilities in Fortaleza, Brazil.

Tasks
The selected candidate will:
- Structure and organize data sources within JFCE.
- Identify data inconsistencies and implement corrective solutions.
- Perform data cleaning, transformation, and extraction.
- Develop dashboards and reports using BI tools like Power BI and Qlik.
- Utilize descriptive statistics and visualization tools such as maps, charts, and infographics.
- Support the testing and validation of new data science tools.
- Conduct training sessions and workshops for the JFCE IT team.
- Create methodologies and document processes to ensure knowledge transfer.
- Provide general support for data science-related activities under the project scope.
Qualifications
Education and Certification
- High School Diploma with at least 7 years of relevant experience OR
- Bachelor’s Degree in Statistics, Computer Science, Mathematics, Software Engineering, Information Science, or related field with a minimum of 4 years of relevant experience.
Experience
Required:
- Fluency in Portuguese.
- Proven track record (7+ years with high school diploma OR 4+ years with degree) in data transformation, extraction, and analysis.
- Certified experience in dashboard creation using Power BI and Qlik.
- Certified experience in Python programming.
- Familiarity with data extraction and modeling in PostgreSQL and NoSQL databases.
Desirable:
- Hands-on experience using Pandas for data manipulation.
- Experience working on data projects for the public or government sector.
- Expertise in full-cycle dashboard development (from ideation to prototyping).
- Understanding of statistics and data modeling.
- Experience querying both relational and non-relational databases.
- Knowledge of Scikit-learn and related machine learning libraries.
- Intermediate English proficiency.
