Background & Job Description
The Partnership Advisory Support Services (PASS) team in UNICEF’s Private Fundraising and Partnerships Division (PFP) manages due diligence (DD) to ensure effective and risk-informed engagement with private entities. The PASS AI DEAL Project aims to integrate AI technologies (NLP, ML, RPA) to automate data ingestion, risk analysis, and real-time monitoring within the DD process. The Data Engineering Consultant will lead the technical development of this system, creating a scalable, cost-efficient solution to empower DD analysts with evidence-based, data-driven insights, and reduce manual effort in compliance and risk management.

Tasks
The assignment is phased, covering design, development, piloting, and handover:
- Phase 1: Discovery & Design: Assess technical feasibility, prioritize open-source tools, and design the AI solution architecture and data flow, ensuring alignment with UNICEF standards and UNISON/Salesforce compatibility.
- Phase 2 & 3: Data Engineering & ML/NLP: Build data ingestion pipelines for structured/unstructured data, implement API integration modules (e.g., adverse media), develop AI-driven entity resolution, and train/validate ML/NLP models for controversy detection and sentiment analysis.
- Phase 4 & 5: Prototype & Pilot: Build a functional prototype, integrate user feedback (UAT), deploy the prototype with 10–20 entities, and compile a performance evaluation report based on analyst feedback and accuracy metrics.
- Phase 6: Training & Handover: Develop a strategic roadmap for full-scale implementation (including UNISON integration and cost-benefit analysis), create technical documentation, and train PASS DD analysts on system use and basic maintenance.
Qualifications
Education and Certification
- Advanced university degree (Master’s or equivalent) in Computer Science, Data Engineering, Artificial Intelligence, or a social-science quantitative-related field is required.
- A first-level degree plus two additional years of experience may be accepted.
Experience
- At least 5 years of progressively responsible professional experience in data engineering, AI/ML development, and system integration is required.
- Demonstrated experience in MLOps (model deployment and lifecycle management) and proficiency in Python and AI/ML frameworks (e.g., scikit-learn).
- Proven track record in API integration, data pipelines, and cloud-based solutions (AWS, Azure, GCP).
- Familiarity with open-source and cost-efficient tools (e.g., OpenSanctions, Scrapy) and knowledge of system integration (e.g., Salesforce/UNISON) is essential.
- Understanding of GDPR and legal compliance for data processing is required.
Additional Information
This is a home-based consultancy with a duration of approximately 8 months (5 deliverables). The Consultant is responsible for including all technical and operational costs (e.g., API and software licenses necessary for the prototype) within their lump-sum fee proposal. The Consultant must be fluent in English and be able to work remotely with alignment to the Geneva time zone. The deadline for application is November 17, 2025.
