Background & Job Description
The World Health Organization (WHO) is seeking a qualified Consultant to assist in the development of AMR curriculum assessment tools for pharmacy and nursing education, along with supporting youth engagement and awareness-raising activities. This consultancy is part of WHO’s broader commitment to combating Antimicrobial Resistance (AMR), a growing global health crisis identified among the top ten threats to humanity.
The role is based remotely (home-based) and falls under the purview of the Awareness, Campaigns, and Advocacy (ACA) unit. It spans six months and is open to experienced professionals with a background in pharmacy and education. The work will include tool development, global expert consultations, field piloting in selected countries, and the execution of youth-led AMR initiatives.
As a key part of WHO’s Quadripartite collaboration, this role also includes responsibilities in enhancing WHO’s advocacy efforts, tool dissemination, and support for curriculum integration across international institutions.

Tasks
The selected consultant will be responsible for completing the following deliverables over the six-month contract period:
Deliverable 1 – Due by 31 May 2025
- Develop a draft AMR Curriculum Assessment Tool for pharmacy education.
- Base the draft on a thorough review of pharmacy curricula from at least five countries.
- Incorporate evidence from AMR-related core competency publications, peer-reviewed articles, and global reports.
- Submit the draft to WHO departments and regional offices for feedback and revision.
Deliverable 2 – Due by 30 June 2025
- Identify and engage global experts in AMR and pharmacy education.
- Recruit external contributors after reviewing their declaration of interests.
- Collect and integrate at least two rounds of feedback from contributors.
Deliverable 3 – Due by 31 July 2025
- Finalize a revised AMR Curriculum Assessment Tool through a peer-review process.
- Ensure at least two peer reviewers assess each component of the tool.
Deliverable 4 – Due by 31 August 2025
- Conduct country-specific pilots in collaboration with WHO regional and country offices.
- Map participating universities and conduct curriculum assessment workshops using the developed tool.
- Submit comprehensive country-level pilot reports.
Deliverable 5 – Due by 30 September 2025
- Revise the curriculum assessment tool based on pilot feedback.
- Conduct key informant interviews with university faculty to align the tool with WHO standards.
Deliverable 6 – Due by 31 October 2025
- Sensitize at least five WHO Country Offices on the AMR Curriculum Assessment Tool.
- Ensure dissemination strategies align with regional office guidance.
Deliverable 7 – Due by 31 October 2025
- Produce a report summarizing activities and results from youth engagement efforts related to AMR awareness and advocacy.
Qualifications
Education and Certification
- Required: Advanced university degree (Master’s level or higher) in Pharmacy.
- Desirable: Certification or specialized training in curriculum development, health workforce training, or a closely related field.
Experience
Required:
- At least 5 years of experience in the following areas:
- Pre-service education and training of pharmacy professionals.
- Synthesizing public health evidence and writing policy briefs or research reports.
Desirable:
- Demonstrated involvement in Antimicrobial Resistance (AMR) initiatives.
- Experience in designing and rolling out pharmacy curricula.
- Background in public health advocacy campaigns.
