Background & Job Description

The World Food Programme (WFP), a Nobel Peace Prize-winning organization and the humanitarian arm of the United Nations, is accepting applications for the position of Climate Finance Proposal Development Senior Specialist (CST Level III). This consultancy role is part of a larger initiative to build a Consultant Roster of experts who will assist WFP’s country offices in securing funding from international climate finance mechanisms such as the Green Climate Fund (GCF), Adaptation Fund (AF), and the Global Environment Facility (GEF).

This opportunity is ideal for mid-to-senior-level professionals with deep expertise in climate finance, adaptation, and food systems. Consultants selected for this roster will be engaged on a rolling basis throughout 2025, depending on WFP’s project pipeline and global needs.

Consultancy work will primarily be home-based, with potential for short-term field visits to assist WFP country teams with project formulation and stakeholder engagement. Assignments can range from 1 to 11 months, depending on the project complexity and scope.

Tasks

As part of the WFP Climate Finance Consultant Roster, selected specialists will be responsible for the following:

Proposal Development

  • Draft and revise high-quality concept notes and funding proposals aligned with WFP’s climate strategy.
  • Ensure proposals are tailored to the specific requirements of donors like the GCF, GEF, or AF.

Technical Content & Analysis

  • Create or contribute to technical annexes including:
    • Theory of Change
    • Economic Feasibility Analysis
    • Climate Risk Assessments
    • Gender & Social Inclusion Reports
    • Environmental and Social Safeguards

Consultations & Field Work

  • Conduct stakeholder consultations including national and local government representatives, NGOs, and communities.
  • Lead or participate in pre-feasibility and feasibility assessments to support the development of sound project logic and design.

Quality Control

  • Ensure all documents are compliant with donor guidance, policies, and technical requirements.
  • Respond to feedback and revision requests from fund secretariats and technical reviewers.

Qualifications

Education and Certification

To qualify for the WFP Climate Finance consultancy roster, applicants must meet the following academic requirements:

  • A Master’s degree or higher in one or more of the following fields:
    • Climate Change
    • Environmental Studies
    • Food Security
    • Agriculture
    • Development Studies
    • Natural Resource Management
    • Economics or a related field

PhD-level candidates are also encouraged to apply, especially if they possess research or field experience in areas relevant to WFP’s mission.

Experience

Applicants must demonstrate:

  • At least 8 years of professional experience in areas related to:
    • Climate finance proposal writing
    • Climate change adaptation
    • Food systems resilience
    • Environmental or social assessments
    • UN development programmes or intergovernmental agencies
  • Proven success in drafting and submitting approved proposals to:
    • Green Climate Fund (GCF)
    • Global Environment Facility (GEF)

  • Previous experience working with United Nations systems or similar international organizations is highly desirable.

Language Skills

  • Fluency in English is required.
  • Additional language skills in French, Spanish, or Arabic are considered advantageous due to WFP’s global footprint.
