Background & Job Description

The United Nations Framework Convention on Climate Change (UNFCCC) serves as the foundation of the international climate change negotiation process. Through its secretariat, the organization supports the implementation of the Convention, the Kyoto Protocol, and the Paris Agreement by facilitating international cooperation, providing technical support, and strengthening global climate action.

Within the UNFCCC Secretariat, the Capacity-building Subdivision works to strengthen institutional and individual capacities that enable countries and stakeholders to implement climate commitments effectively. A key component of this work is promoting youth participation in climate action by providing learning opportunities, technical training, mentorship, and knowledge-sharing platforms.

One of the Secretariat’s flagship initiatives is the Youth4Capacity Programme, launched through a partnership between the UNFCCC and the Italian Ministry of Environment and Energy Security (MASE) within the broader Youth4Climate initiative developed alongside the United Nations Development Programme (UNDP). The programme helps young people—particularly those from developing countries and vulnerable communities—develop the skills, knowledge, and networks needed to participate meaningfully in climate policy and sustainable development.

As the Youth4Capacity Consultant, the successful candidate will lead programme implementation, coordinate strategic partnerships, strengthen institutional collaboration, support communications and knowledge management, monitor programme performance, and contribute to resource mobilization and long-term programme development.

Tasks

The consultant will coordinate and strengthen multiple aspects of the Youth4Capacity Programme while working with international partners and youth organizations.

Typical responsibilities include:

  • Leading the planning and implementation of Youth4Capacity learning activities.
  • Coordinating flagship initiatives such as the Climate Catalysts Mentorship Programme (CCMP).
  • Supporting programme governance and collaboration with MASE, the UNDP Rome Centre, and other strategic partners.
  • Building partnerships with youth organizations, universities, civil society organizations, UN agencies, and private sector stakeholders.
  • Strengthening collaboration across UNFCCC divisions and Action for Climate Empowerment (ACE) initiatives.
  • Coordinating programme communications, newsletters, webpages, and social media content.
  • Producing knowledge products and documenting lessons learned.
  • Supporting programme monitoring, evaluation, and performance reporting.
  • Tracking programme outputs, participation, partnerships, and overall impact.
  • Assisting with donor reporting and financial reporting requirements.
  • Identifying funding opportunities and supporting resource mobilization efforts.
  • Contributing to programme planning and continuous improvement initiatives.

The consultant will also support the delivery of learning programmes, technical bootcamps, webinars, e-learning opportunities, mentoring activities, and other capacity-building initiatives that empower young climate leaders around the world.

Qualifications

Education and Certification

Applicants should possess advanced academic qualifications relevant to climate policy, sustainable development, or programme management.

Preferred qualifications include:

  • Master’s Degree in Environmental Science.

  • Demonstrated experience designing and implementing capacity-building or learning programmes.
  • Experience coordinating multi-stakeholder partnerships.
  • Strong programme management and organizational skills.
  • Experience in monitoring, evaluation, and programme reporting.
  • Knowledge management and communications experience.
  • Experience working with youth-focused initiatives.
  • Experience within the United Nations system or other international organizations is desirable.
  • Familiarity with UNFCCC processes and international climate negotiations is considered an advantage.
  • Excellent analytical, drafting, and communication skills.
  • Fluency in written and spoken English.

Knowledge of another official United Nations language would further strengthen an application.

Additional Information

This consultancy is expected to begin in mid-August 2026 and continue until 31 December 2026, covering approximately 130.5 working days. The assignment is primarily remote, although a limited number of official missions are expected to support programme implementation and coordination activities.

During the consultancy, the successful candidate will contribute to the delivery of Youth4Capacity learning programmes, technical bootcamps, mentorship initiatives, communications campaigns, monitoring and evaluation activities, governance meetings, partnership development, and donor engagement efforts. Performance will be assessed through the successful implementation of programme activities, stakeholder collaboration, reporting quality, communications outputs, and contributions to programme development and resource mobilization.
