The Berlin Representation Office (BRO), which operates under UNFPA’s Division for External Relations (DER), serves as the organization’s liaison office with government institutions, parliamentarians, civil society organizations, media, and strategic partners across Germany, Austria, Liechtenstein, and other Central European countries. The office plays an important role in strengthening political dialogue, mobilizing financial support, and promoting awareness of UNFPA’s global mandate.
To support a busy period of advocacy and external engagement leading up to several major international events, including activities surrounding the World Health Summit, UNFPA is seeking a Communications and Advocacy Consultant. The consultant will provide strategic communications support during a temporary transition period while assisting with digital communications, social media management, stakeholder engagement, website updates, advocacy materials, and high-level event preparation.
Working remotely over a three-month period, the consultant will collaborate with colleagues in Berlin and at UNFPA Headquarters while helping ensure that key advocacy initiatives are effectively communicated to governments, partners, donors, and the public.

Tasks
The Communications and Advocacy Consultant will support the planning, coordination, and implementation of strategic communications activities across several workstreams.
Typical responsibilities include:
- Conducting stakeholder and media mapping to strengthen advocacy efforts.
- Reviewing existing communications channels and digital platforms.
- Developing social media strategies and editorial content calendars.
- Creating engaging content for social media platforms.
- Updating website pages, news articles, and donor-focused communications.
- Drafting press releases, media advisories, and promotional materials.
- Preparing briefing notes, advocacy documents, talking points, and Q&A materials for senior leadership.
- Supporting the planning and coordination of high-level meetings, consultations, conferences, and international events.
- Coordinating invitation lists, RSVP tracking, and stakeholder correspondence.
- Supporting communications during major international events, including the World Health Summit.
- Producing post-event reports, website updates, and communications summaries.
- Preparing handover documentation for incoming leadership.
- Monitoring project progress and submitting periodic progress reports.
The consultancy is structured into three phases covering communications planning, event preparation, implementation support, and final reporting.

Additional Information
This consultancy will be delivered over 50 working days between 1 August and 31 October 2026. The assignment is primarily home-based, although consultants already located in Berlin may also work from the Berlin Representation Office if appropriate.
The consultancy is divided into three work packages covering communications strategy development, advocacy coordination, event implementation, and final reporting. Throughout the assignment, the consultant will report to the acting Chief of the Berlin Representation Office while collaborating closely with colleagues in Berlin and UNFPA Headquarters.
