UNHCR is a core member of the International Data Alliance for Children on the Move (IDAC), a global coalition launched in 2020 to improve the availability, quality, and use of data related to migrant and displaced children. The alliance brings together UN agencies, international organizations, and national governments to strengthen evidence-based decision-making.
As part of IDAC, UNHCR is implementing a country-level project in Indonesia to assess and strengthen the national statistical system’s capacity to produce age-disaggregated data on children on the move. This project is implemented in close collaboration with Badan Pusat Statistik (BPS – Statistics Indonesia) and relevant government ministries.
The Technical Consultant, IDEAS Tool Implementation (Indonesia) will lead this assessment using the IDEAS Tool, which is designed to map data ecosystems, identify gaps, and develop practical roadmaps for improvement. The consultant will conduct a desk review, support an in-person kick-off workshop, engage closely with government stakeholders, and produce a comprehensive analytical report.
Although UNHCR’s Global Data Service and Statistics, Data Science and Survey Section are based in Copenhagen, this role is home-based in Indonesia to ensure strong national engagement. Tasks
The consultant will be responsible for delivering a structured set of outputs over a six-month period, combining technical analysis, stakeholder engagement, and reporting.
Key responsibilities include:
- Conducting a desk review of Indonesia’s statistical system related to children on the move, including key stakeholders, data sources, and existing gaps
- Supporting and contributing to a 2.5-day in-person kick-off workshop with national partners, including BPS and relevant ministries
- Engaging government stakeholders to ensure the assessment reflects national priorities, systems, and constraints
- Applying the IDEAS Tool to assess the data ecosystem and identify strengths, weaknesses, and opportunities
- Preparing a brief analytical summary highlighting data gaps and opportunities identified through the desk review and workshop
- Developing IDEAS roadmaps outlining immediate, mid-term, and long-term actions to strengthen data systems
- Producing a final analytical report that maps Indonesia’s data landscape on children on the move and provides actionable recommendations
- Presenting findings to UNHCR and government counterparts in a clear and policy-relevant manner
- Participating in bi-weekly coordination meetings with UNHCR to provide progress updates and address challenges
- Maintaining frequent communication with national partners, especially during the first three months of the assignment
This role requires strong coordination skills, as the consultant will work across multiple institutions, sectors, and technical disciplines.
Qualifications
Education and Certification
- University degree in Statistics, Demography, Public Policy, Social Sciences, International Relations, or a closely related field
Experience
Applicants must meet one of the following experience requirements:
- 6 years of relevant experience with an undergraduate degree
- 5 years of relevant experience with a graduate degree
- 4 years of relevant experience with a doctorate degree
In addition, candidates should demonstrate:
- Proven experience in policy analysis and technical writing
- Experience conducting in-depth research and synthesizing findings into analytical reports
- Experience working with national statistical offices, data production systems, or quantitative data processes
- Experience coordinating multi-stakeholder projects with tight timelines
- Experience organizing or supporting national or regional workshops
- Proven ability to work effectively in international and multicultural environments
Desirable experience includes prior work with UN agencies or international organizations, and experience working with the Government of Indonesia, particularly central ministries.
Language Requirements
- Required: Full professional proficiency in Bahasa Indonesia and English (written and spoken)
- Desirable: Knowledge of another UN working language
