Millennium Water Alliance (MWA), in partnership with the M-PESA Foundation and Marsabit Water and Sewerage Company (MARWASCO), is inviting proposals from qualified consulting firms for the Water Supply Enhancement Program for Low-Income Communities (WASEP) in Marsabit County, Kenya.
The consultancy will support the development of safe, reliable and affordable water services for communities in Marsabit town and surrounding areas. The assignment covers environmental and social impact assessments, engineering surveys, detailed infrastructure designs and tender documentation.
Scope of Services
The selected consulting firm will be expected to:
- Conduct an Environmental and Social Impact Assessment (ESIA/EIA) and support the process of obtaining the required NEMA environmental licence.
- Undertake topographical, geotechnical, hydraulic and other necessary engineering surveys.
- Prepare detailed engineering designs, technical drawings, cost estimates and Bills of Quantities.
- Develop designs for water storage tanks, approximately 39.1 kilometres of pipelines, water kiosks and solar-powered borehole systems.
- Design smart metering systems for household, institutional and zonal water monitoring.
- Consult communities, government agencies and relevant stakeholders.
- Prepare tender documents and provide technical support during procurement.
Eligibility and Requirements
This opportunity is intended for qualified consulting firms with relevant engineering and environmental assessment experience.
Key requirements include:
- At least eight years of corporate experience in engineering consultancy and/or environmental assessment.
- Evidence of at least three relevant water infrastructure engineering design assignments completed within the past seven years.
- Evidence of at least three ESIA assignments for water or related infrastructure that resulted in NEMA EIA licences within the past seven years.
- Experience in arid and semi-arid areas and community engagement.
- Demonstrated expertise in solar-powered borehole systems, smart metering and water distribution networks.
- Relevant firm registrations, tax compliance documents, professional licences and audited financial statements.
Firms must also submit the required technical and financial proposals and supporting documentation. Joint ventures must meet the stated documentation requirements.
