About the Position
The Policy, Advocacy and Campaign (PAC) Officer will lead advocacy, stakeholder engagement, community mobilization, and policy implementation activities within Save the Children’s Borno Area Office.
Working closely with programme teams, government institutions, community leaders, media organizations, civil society partners, and youth groups, the successful candidate will help strengthen child rights advocacy while supporting humanitarian and development interventions across the state.
The position reports to the Deputy Director of Humanitarian Program Operations with technical reporting to the Country Office Advocacy and Campaign team.
Key Responsibilities
The successful candidate will:
- Lead advocacy initiatives with government ministries, agencies, traditional institutions, and community leaders.
- Strengthen government relations and stakeholder engagement across Borno State.
- Support advocacy for improved Health, Nutrition, Food Security, Education, and Child Protection services.
- Coordinate advocacy meetings, policy dialogues, campaigns, and community consultations.
- Promote implementation of child protection laws and child rights commitments.
- Strengthen partnerships with children’s parliaments, youth groups, civil society organizations, and community structures.
- Develop advocacy materials, briefing notes, reports, presentations, and policy documents.
- Support media engagement, storytelling, communication campaigns, and programme visibility.
- Produce and coordinate human-interest stories, campaign materials, and social media content.
- Mobilize communities, schools, women groups, and youth organizations for advocacy campaigns.
- Facilitate meaningful participation of children and young people in decision-making processes.
- Conduct stakeholder mapping, policy analysis, monitoring, evaluation, and programme reporting.
- Support proposal development, fundraising initiatives, workshops, and programme coordination.
Required Qualifications
Applicants should possess:
- Bachelor’s degree in Social Sciences, Public Administration, Development Studies, Political Science, or a related discipline.
- Minimum of three years’ post-NYSC professional experience in advocacy, policy, stakeholder engagement, community mobilization, or related fields.
- Strong understanding of Borno State’s governance systems and local context.
- Fluency in English, Hausa, and Kanuri.
- Demonstrated experience engaging government institutions, civil society organizations, media, and community leaders.
- Experience working with children, adolescents, and youth participation initiatives.
- Excellent communication, facilitation, networking, and relationship-building skills.
- Strong report writing, documentation, and presentation abilities.
- Proficiency in Microsoft Office applications and AI tools such as Microsoft Copilot.
- Commitment to humanitarian principles and child safeguarding standards.
