This P-4 position is situated in the Technology Subdivision of the Means of Implementation (MOI) Division in Bonn, Germany. The MOI Division provides critical assistance for enhancing access to, mobilizing, and scaling up support for the implementation of the Paris Agreement. The Programme Management Officer will be responsible for leading the Support and Implementation Unit, ensuring the effective operation of the Technology Mechanism (which includes the Climate Technology Centre and Network – CTCN and the Technology Executive Committee – TEC). Tasks
The Programme Management Officer’s main responsibilities are centered on leading technology-related processes, implementation, and coordination:
- Intergovernmental Process Support: Providing strategic advice and substantive support to the intergovernmental process on technology development and transfer, including drafting strategy papers, briefing notes for Presiding Officers, and supporting negotiation contact groups.
- Technology Mechanism Implementation: Taking a leading role in coordinating with the CTCN and providing substantive support to the Technology Executive Committee (TEC) to ensure effective operation and promote collaboration with the Financial Mechanism and other stakeholders.
- Stakeholder Engagement: Enhancing collaboration with partners, interested groups, and constituted bodies; leading resource mobilization efforts for the Unit; and contributing to cross-division collaboration on reports (e.g., on NDCs, adaptation plans, and technology needs assessments).
- Data and Knowledge Management: Leading the management, operation, and further development of the technology transfer clearing house, TT: CLEAR, to position the secretariat as a global custodian of climate technology data.
- Technical Leadership: Providing technical leadership and accountability for the work plan development and management of the Support and Implementation Unit, including managing human resources and conducting performance appraisals.
Qualifications
Education and Certification
- Required: Advanced university degree (Master’s or equivalent) in environmental science, economics, engineering, development studies, or a related discipline.
- A first-level university degree combined with relevant academic qualifications and an additional two years of qualifying experience (including team leadership) may be accepted.
Experience
- Required: At least seven (7) years of progressively responsible professional experience in the field of climate technologies, including project management and/or intergovernmental processes.
- Required: Including five (5) years of leading international teams of professionals and/or the development of technical documents for intergovernmental processes.
- Required Skills: Demonstrated sound drafting and analytical skills on technology and policy-related matters. Professional experience at the international level in climate technology development and transfer is essential.
- Desirable: Familiarity with policy formulation/programme implementation involving governments, financial institutions, research institutions, and/or the private sector. Knowledge of climate change issues and intergovernmental negotiations is highly desirable.
Language Skills
- Required: Excellent command of written and spoken English.
- Asset: Working knowledge of another UN language.

This P-4 position is based in Bonn, Germany, and has an initial contract duration of 1 year with the possibility of extension. The indicative net annual salary is $84,672 USD (plus post adjustment and other UN benefits).
