Job Purpose:

Under the guidance of the Education Specialist, the Education Officer offers professional technical, operational, and administrative support throughout the programming lifecycle for education programs/projects within the Country Programme. This support spans from development planning to result delivery, encompassing a range of technical and administrative tasks to facilitate program development, implementation, monitoring, evaluation, and reporting.

Summary of Key Functions/Accountabilities:

  1. Support Program Development and Planning:
  • Contribute to the preparation and updating of situation analyses for the development, design, and management of education-related programs/projects.
  • Conduct research and report on development trends and data pertinent to program planning, management, monitoring, evaluation, and result delivery.
  • Assist in establishing sectoral program goals, objectives, and strategies through research, analysis, and reporting, ensuring alignment with results-based planning principles.
  1. Program Management, Monitoring, and Result Delivery:
  • Collaborate with internal colleagues and partners to gather, analyze, and disseminate information on implementation issues.
  • Propose solutions for routine program implementation challenges and escalate issues to higher-level officials and stakeholders as necessary.
  • Participate in monitoring and evaluation exercises, program reviews, and sectoral reviews, preparing reports for follow-up action by management and stakeholders.
  • Monitor and report on the utilization of program resources, ensuring compliance with organizational standards, rules, and donor commitments.
  1. Technical and Operational Support to Program Implementation:
  • Conduct field visits and surveys, sharing information with stakeholders to assess progress and address critical issues promptly.
  • Provide technical and operational assistance to government counterparts, NGO partners, UN system partners, and other country office stakeholders, ensuring alignment with UNICEF policies, strategies, and best practices.
  1. Networking and Partnership Building:
  • Foster effective partnerships with government counterparts and national stakeholders through information sharing and knowledge exchange to facilitate program implementation.
  • Draft communication materials for program advocacy, partnership establishment, and fundraising purposes.
  • Engage in inter-agency meetings and events to collaborate on programming initiatives and align UNICEF’s strategies with broader development frameworks.
  1. Innovation, Knowledge Management, and Capacity Building:
  • Identify, synthesize, and share lessons learned to enhance stakeholder capacity and knowledge development.
  • Apply innovative approaches to support program implementation and achieve sustainable results.
  • Research and report on best practices for knowledge product development and systems planning.
  • Participate in capacity-building initiatives to enhance stakeholder competencies.

The efficient and effective support provided by the Education Officer in program preparation, planning, and implementation contributes to achieving sustainable results in improving learning outcomes and promoting universal access to quality, equitable, and inclusive education. Success in education programs and projects enhances UNICEF’s credibility and ability to provide essential services for mothers and children, promoting greater social equality.

To qualify as an advocate for every child, you will have:

  • Education: A university degree in education, psychology, sociology, or a related technical field.
  • Work Experience: Minimum two years of professional experience in program planning, management, and/or research in education, preferably including work in developing countries or with UN agencies.
  • Language Requirements: Fluency in English required. Proficiency in another official UN language or a local language is an asset.
