Background & Job Description

UNICEF, one of the world’s leading humanitarian and development organizations for children, is recruiting Programme Associates (G-6) to support its Emergency Operations Center (OPSCEN) under the Office of Emergency Programmes (EMOPS). These fixed-term positions are based in Rome, Italy, and form part of UNICEF’s global emergency architecture.

The Emergency Operations Center functions as a central hub for real-time emergency monitoring and crisis coordination, ensuring UNICEF leadership and country offices receive timely, accurate, and actionable information during humanitarian crises. Emergencies may include armed conflict, natural disasters, disease outbreaks, climate-related shocks, and large-scale displacement.

Programme Associates in this role operate within a rotational shift system, covering 24 hours a day, 7 days a week, including nights, weekends, and public holidays. The objective is to maintain continuous global coverage and immediate responsiveness to rapidly evolving situations.

This position is particularly suited to professionals with strong operational judgment, information management skills, and experience working under pressure. Tasks

Programme Associates supporting the Emergency Operations Center are expected to carry out a wide range of operational and coordination duties, including but not limited to:

  • Monitoring global emergencies, security developments, weather events, and humanitarian alerts around the clock
  • Tracking information from UNICEF country offices, UN partners, governments, and reliable external sources
  • Producing real-time emergency updates, alerts, briefs, dashboards, and visual summaries for internal distribution
  • Supporting crisis communication workflows, including escalation of critical incidents to senior management
  • Assisting with staff safety verification processes during emergencies and security incidents
  • Maintaining and updating emergency databases, contact lists, mailing lists, and situation reports
  • Supporting the organization of emergency coordination meetings, briefings, and handover notes between shifts
  • Contributing to business continuity procedures to ensure uninterrupted emergency operations
  • Ensuring information accuracy, confidentiality, and timeliness at all times

The role requires strong attention to detail, the ability to multitask, and comfort working in a fast-paced, high-pressure environment where decisions and information flow can directly affect humanitarian outcomes.


Qualifications

Education and Certification

  • Completion of Secondary Education is required
  • Additional training or certification in administration, information management, communications, media, security, or emergency response is considered an asset
  • Relevant short courses in humanitarian coordination, crisis management, or data analysis are an advantage

Experience

  • A minimum of six (6) years of relevant administrative or operational experience is required
  • Prior experience in crisis coordination, real-time monitoring, emergency operations centers, security operations rooms, or humanitarian response settings is highly desirable
  • Demonstrated experience with data analysis, data visualization tools, information management systems, and crisis communication processes
  • Proven ability to work effectively in shift-based and rotational work environments
  • Strong communication skills, discretion, and the ability to synthesize complex information quickly
